Following Karunanidhi's demand, Chief Ministers won the right to hoist the national flag on Independence Day, and he did so at Fort St. George.

Up to 1973, it was the Governors who raised the national flag in the state capitals on Republic Day as well as Independence Day. M. Karunanidhi objected that Chief Ministers were passed over on these occasions, tying the issue to the state autonomy campaign he had launched after the Rajamannar Committee reported. Indira Gandhi, as Prime Minister, accepted a division: Governors would hoist the flag on Republic Day and Chief Ministers on Independence Day. On 15 August 1974, at Fort St. George, Karunanidhi raised the national flag, the first Chief Minister of Tamil Nadu to do so.
