The DMK government appointed a committee under P. V. Rajamannar to study state autonomy and Centre-State relations.

In 1969 the Karunanidhi government appointed a three-member committee chaired by former Madras High Court Chief Justice P. V. Rajamannar to examine Centre-State relations and state autonomy. It was the first such inquiry initiated by a state government in India. The committee submitted its report in 1971, recommending greater powers and financial resources for the states. Its findings shaped the DMK's state autonomy campaign in the 1970s.
