Mass protests led largely by students and youth at Marina Beach forced an ordinance and then a state law allowing jallikattu.

The Supreme Court had banned jallikattu, the traditional bull-taming sport, in 2014, and it was not held at Pongal in 2017. In January 2017 large crowds, mostly students and young people mobilised through social media, occupied Marina Beach in Chennai and gathered in Madurai, Alanganallur and other towns. The state government issued an ordinance on 21 January and the Assembly passed an amendment to the Prevention of Cruelty to Animals Act on 23 January to permit the sport. The protest ended that day amid police action and violence in parts of Chennai.
