Free bicycles for higher secondary students were introduced by the Jayalalithaa government, and the scheme later reached every Class 11 student.

Under Chief Minister J. Jayalalithaa, Tamil Nadu started handing out free bicycles in the 2001-02 academic year. At first the scheme targeted Scheduled Caste and Scheduled Tribe students in higher secondary classes, girls in particular. It was widened in 2005-06 to cover every Class 11 student in government, government-aided and partially aided schools, and in 2012 to those at government-aided industrial training institutes. For the 2024-25 school year, about 5.47 lakh bicycles were planned.
