In her first public event of the new term, Jayalalithaa launched free rice for eligible ration card holders under the universal PDS.

On 1 June 2011 Chief Minister J. Jayalalithaa launched the distribution of free rice to eligible ration card holders at a cooperative ration shop in Alwarpet, Chennai. It replaced the earlier scheme of rice at one rupee a kilogram. Tamil Nadu runs a universal public distribution system with no exclusion on income grounds, in addition to the entitlements under the National Food Security Act.
