The Karunanidhi government introduced free bus travel for government school and college students and half fares for private institutions.

In 1996-97 the DMK government introduced a free bus pass system for students. Students of government schools and colleges were exempted from paying for tickets on state transport buses, while students of private schools and colleges received a 50 percent discount. The scheme aimed to reduce the cost of travel to school and college, especially for rural students. It has been continued by later governments.
