Opposing the Congress's alliance with the AIADMK, G. K. Moopanar led a breakaway to form the Tamil Maanila Congress.

Ahead of the 1996 elections, the Congress high command decided to ally again with the AIADMK. A large section of the Tamil Nadu Congress led by G. K. Moopanar opposed the decision and formed the Tamil Maanila Congress at Thiruparankundram on 29 March 1996. The new party allied with the DMK. With the support of actor Rajinikanth, the DMK-TMC alliance won a landslide in the 1996 assembly and Lok Sabha elections.
