The state launched the Kalaignar Kapitu Thittam to give economically disadvantaged families free treatment in hospitals.

M. Karunanidhi's government launched the 'Kalaignar Kapitu Thitam' health insurance scheme in 2009. It aimed to let people from economically disadvantaged backgrounds receive quality medical treatment without discrimination. It extended state support for hospital treatment to large numbers of poor families. Later governments continued state-funded health insurance under the name Chief Minister's Comprehensive Health Insurance Scheme.
