Under the 'one lamp' scheme, the MGR government supplied small homes with free electricity and an electric lamp paid for by the state.

M. G. Ramachandran's government launched the 'one lamp' (oru vilakku) scheme in 1978. Qualifying homes no larger than 20 ft by 10 ft received free electricity and, on payment of Rs. 10, an electric lamp funded by the government. The goal was to light the huts of poor families in villages and towns. The 10+2 pattern of school education was also brought in by the government that year.
