Tamil Nadu set up India's first welfare board for transgender persons under the Social Welfare department.

Tamil Nadu constituted a Transgender Welfare Board on 15 April 2008 under the Social Welfare department, described as the first such body in India. It was tasked with framing and implementing welfare programmes for the social security and status of transgender persons. Earlier, a December 2006 government order had recommended steps to improve their living conditions, and in May 2008 a 'third gender' option was created for college admissions. The state also began issuing separate ration cards and identity cards to transgender persons.
