The Chennai Corporation opened low-cost canteens selling idli for one rupee, later expanded across the state.

Amma Unavagam, a chain of subsidised canteens run by urban local bodies, was launched in Chennai in February 2013. It offered idli, sambar rice and curd rice at very low prices, aimed at labourers and the urban poor. The scheme was expanded to other cities in Tamil Nadu and was studied by other states. It was one of several welfare brands of the Jayalalithaa government carrying the 'Amma' name.
