Tamil Nadu declared the Cauvery delta a protected special agricultural zone, barring new hydrocarbon and similar projects.

Opposition to coal-bed methane and hydrocarbon projects had grown in the delta through the 2010s. In February 2020 the Government of Tamil Nadu under Edappadi K. Palaniswami declared the Kaveri delta region a protected special agricultural zone. The law placed a moratorium on new projects such as oil and gas extraction in the delta districts. It was presented as a measure to protect the state's main rice-growing area.
