The first DMK government tried to supply rice at one rupee a measure, an election promise made during an acute rice shortage.

An acute rice shortage was a major issue in the 1967 Madras State election, and the DMK under C. N. Annadurai promised rice at one rupee a measure. After taking office, the Annadurai government initially implemented the subsidy. It had to be withdrawn later. Subsidised rice has remained a recurring election promise in Tamil Nadu since then.
