C. Rajagopalachari's proposal to resolve the Congress and Muslim League deadlock became the basis of the 1944 Gandhi and Jinnah talks.

C. Rajagopalachari of Madras formulated a proposal, known as the C. R. formula or Rajaji formula, to break the political deadlock between the Indian National Congress and the All-India Muslim League. It proposed that the Muslim League support the demand for independence and that, after the war, a plebiscite be held in districts with an absolute Muslim majority to decide on separation. The formula was opposed by many in the Congress, but Gandhi used it as the basis for his talks with Jinnah in 1944. Jinnah rejected the proposal and the talks failed.
