Diplomat Hugh Elliot, earlier Governor of the Leeward Islands, governed the Madras Presidency from 1814 to 1820.

Hugh Elliot was a British diplomat who had served at the court of Naples and then as Governor of the Leeward Islands from 1809 to 1814. In 1814 he was made a Privy Counsellor and appointed Governor of Madras. He held the post until 1820, when Thomas Munro succeeded him. His term covered the years after the Charter Act of 1813, which opened India to missionaries and private traders.
