When the Congress hesitated to take office after winning the 1937 election, the Governor installed an interim ministry under K. V. Reddi Naidu.

The Congress won the 1937 Madras Presidency election but was initially reluctant to form a government because of the special powers given to the Governor. Governor Lord Erskine formed an interim provisional government from non-members and opposition members. After V. S. Srinivasa Sastri declined, Kurma Venkata Reddi Naidu of the Justice Party became Premier on 1 April 1937. His ministry made way for the Congress government of C. Rajagopalachari on 14 July 1937.
