A year after the Congress split at Surat, the moderate-led Congress met in Madras in December 1908 under Rash Behari Ghosh.

At the Surat session of 1907 the Indian National Congress split between the Moderates and the Extremists. Rash Behari Ghosh, who had been chosen to preside at Surat, presided again over the next session, held in Madras in December 1908. It met during a period of repression in the Madras Presidency that followed the arrest of V. O. Chidambaram Pillai earlier that year.
