After the Swaraj Party won the 1926 election but declined office, P. Subbarayan formed a ministry of independents with nominated support.

In the 1926 Madras Legislative Council election the Justice Party lost its majority and the Swaraj Party emerged as the largest group, but the Swarajists refused to form a government. The Governor invited the independent P. Subbarayan to become Premier. His ministry relied on nominated members and, at different times, on the support of the Justice Party or the Swarajists. He remained Premier until the Justice Party returned to power in 1930.
