Panaganti Ramarayaningar, the Raja of Panagal, succeeded Subbarayalu Reddiar and led two Justice Party ministries until 1926.

The Raja of Panagal became Premier of the Madras Presidency in July 1921 after Subbarayalu Reddiar resigned. He led the Justice Party to a second victory in the 1923 elections and remained in office until the party's defeat in 1926. His government introduced communal reservation orders in government appointments and legislation to bring Hindu temple endowments under state supervision. These measures shaped later social justice policy in Tamil Nadu.
